Praxis Advisory Consultants was founded on a simple conviction: that the most persistent failures in development are not failures of knowledge, but failures of translation — the inability to move rigorous evidence from the report to the policy, from the policy to the programme, and from the programme to the person it was meant to serve.

The firm brings together deep experience in governance and public policy, monitoring and evaluation, climate governance, and sustainability. Our founders have worked inside the multilateral and bilateral systems — at GIZ, UNDP, UNEP, UNFPA, and government — and have seen both what works and what gets lost in translation.

Praxis Advisory Consultants was built to do both: to think rigorously and to act practically. We combine analytical depth with implementation accountability — designing and evaluating programmes, drafting policy, building results frameworks, and executing projects on the ground. Senior specialists lead every assignment, and we bring in vetted sectoral experts where the assignment demands it.

We provide analytical, advisory and technical assistance support across the policy cycle — from evidence synthesis and policy formulation, through to legal drafting, regulatory reform and institutional strengthening. Our governance work spans public sector accountability, parliamentary and judicial reform, decentralisation, and civic engagement.

Our team has led complex governance assignments for bilateral and multilateral clients across Pakistan, designing and supporting reform processes from the federal to the local level. We understand the political economy of reform — what works in theory, what gets stuck in practice, and how to navigate the gap.

We work as technical advisors embedded within government reform processes, and as independent evaluators assessing institutional performance. Our approach is always grounded in local context — drawing on primary research, stakeholder analysis, and deep familiarity with Pakistan's public sector landscape.

Our MERL practice covers the full results chain: theory of change and log frame design, indicator selection, baseline and endline surveys, mid-term and final evaluations, and learning systems. We design and manage mixed-methods data collection, and produce rigorous, donor-grade analytical products — from rapid assessments to multi-year programme evaluations.

We have designed and delivered MERL systems for programmes funded by GIZ, UNDP and other major donors. We understand both the technical requirements of results-based management and the practical realities of data collection in complex, low-resource settings.

Our analytical capabilities span survey design and sampling, statistical analysis, and in-depth qualitative work including key informant interviews, focus groups, participatory assessments, and case studies. Every product is written to donor-grade standards and structured around decisions rather than data.

We combine climate science with policy acuity. Our work covers climate budgeting and public financial management, National Adaptation Plans (NAPs), climate risk and vulnerability assessments, ESG advisory, circular economy and textile circularity, solid waste management, life-cycle assessment, and green economy and green jobs programming.

Pakistan is among the countries most vulnerable to climate change, and our climate practice is built specifically around the challenges of the South Asian context. We have supported government counterparts, UN agencies and bilateral donors on climate mainstreaming, adaptation planning, and green economy transitions.

Our circular economy work spans the full value chain — from policy frameworks and regulatory design through to industry engagement, producer responsibility schemes, textile circularity, and waste management system strengthening. We are among the few Pakistani firms with dedicated expertise in this area.

From TVET system reform to youth employment programmes and social protection analysis, we support the full human development spectrum. We work at the intersection of policy and delivery — designing skills programmes, evaluating labour market interventions, and building frameworks that connect young people to productive opportunities.

Our TVET work has been shaped by direct engagement with Pakistan's national skills system, including work on NAVTTC frameworks and provincial-level TVET reform. We understand the political economy of skills governance — the gaps between policy intent and delivery reality that determine whether skills programmes actually reach young people.

We approach youth employment as a systemic challenge, not a programme problem. We analyse labour markets, map skill demands, and support the design of interventions that are grounded in employer needs and realistic about the barriers young people face in entering and sustaining productive work.

Programme design at Praxis Advisory Consultants begins with a clear theory of change and a realistic implementation model — one that accounts for context, the capacities of implementing partners, and the political economy of the sector. We do not produce designs that work only on paper.

Our project management practice combines formal methodology with the adaptive management approaches required in complex development settings. The Founding Principals

Praxis Advisory Consultants was co-founded by two specialists who have spent their careers at the intersection of research, policy and implementation — inside the multilateral and bilateral system, inside government, and across Pakistan's development sector.

Ahmad Saleem

Managing Director

Ahmad Saleem is a governance, policy and MERL specialist with over a decade of experience in Pakistan's development sector. He has led complex assignments for GIZ, UNDP and the Government of Pakistan in areas including TVET reform, public sector management, local governance and results-based monitoring.

His work combines political economy analysis with practical delivery — navigating the institutional complexity that separates policy intent from programme results. Ahmad's approach to governance is shaped by direct experience inside the systems he advises.

Amna Urooj

Executive Director

Amna Urooj is a climate governance and sustainability specialist with cross-cutting expertise in circular economy, policy research and environmental programming. She has worked with SDPI, UNEP and UNFPA on assignments spanning climate adaptation planning, solid waste management, ESG advisory and gender-responsive environmental policy.

Her approach integrates systems thinking with evidence-based advocacy, and her work has shaped policy positions at national and international levels. Amna brings a rare ability to combine technical depth with the policy acuity to make findings actionable.
